HAMPTON, Va. — With shovels cutting into earth that has been waiting for a new beginning, Trilogy Developers LLC on Sunday officially answered the call and launched Phase 1 of Trilogy at Olde Hampton — a landmark $175 million mixed-use development that will transform the former Lincoln Park public housing site into a vibrant, walkable community serving Hampton residents for generations to come.
Joined by Hampton Mayor Jimmy Gray, City Manager Mary Bunting, members of the Hampton City Council, city staff, and a crowd of community supporters, the Trilogy development team celebrated the groundbreaking of The Villas at Trilogy — a 114 for-sale townhomes representing the first residential phase of a 610-unit master-planned community years in the making.

A GATEWAY PROJECT FOR HAMPTON’S FUTURE
Trilogy at Olde Hampton is the centerpiece of a broader gateway redevelopment initiative replacing the former Lincoln Park public housing project. Situated within a federally designated Qualified Opportunity Zone (QOZ), the master-planned development will ultimately deliver 610 residential units across two distinct phases, with 3 sections, combined with commercial space designed to activate the neighborhood and anchor long-term economic growth along Hampton’s Olde Hampton corridor.
The full community will include:
• The Villas at Trilogy — 114 for-sale townhomes (Phase 1) • Groundbreaking May 4, 2026
• The Launch — 284 market-rate apartment homes
• The Retreat — 96 affordable senior housing units and commercial retail space
• The Towns at Trilogy – 116 additional for sale 3 story townhomes
Phase 1 will have private streets, walkable streetscapes, a managed pond, and C-1 commercial parcels with drive-through capability will create an integrated community unlike anything currently available in Hampton’s housing market.

THE TRILOGY DEVELOPERS LLC TEAM
Trilogy Developers LLC was co-founded by three Hampton Roads leaders with complementary expertise in real estate development, construction, and community investment.
Ross Vierra, Co-Managing Member, is the Founder, CEO, and President of Vierra Group Inc., a Virginia Beach-based holding company with divisions spanning commercial general contracting, electronic security integration, real estate development, and asset management. A Navy veteran and Virginia Tech and Harvard Business School graduate – Vierra brings nearly two decades of development and construction leadership to the project.
Nick Jacovides, Co-Managing Member, brings deep expertise in real estate investment and development with residential building across the Hampton Roads region. His partnership with Vierra on Trilogy reflects a shared conviction that mixed-income, mixed-use development done right creates lasting community wealth.
Jerry Miller, Member, CEO Miller Group and Partner of Trilogy Developers, LLC contributes strategic perspective and experience with companies focused on shipbuilding, real estate development, civil construction. His involvement reflects a personal stake in Hampton’s long-term trajectory.

OPPORTUNITY ZONE INVESTMENT DRIVING COMMUNITY IMPACT
Trilogy at Olde Hampton is one of the region’s most significant active Qualified Opportunity Zone developments. The QOZ designation — created to direct long-term private capital into historically underserved communities — has been instrumental in making the project’s financial structure strong while ensuring that the investment generates lasting benefit for the surrounding neighborhood.
With Phase 1 groundbreaking complete, Trilogy Developers is now preparing for the groundbreaking breaking for phase 2 and bring the larger phase to life which would be the largest residential development in Hampton in decades.
The full build-out of all three phases is expected to generate hundreds of construction jobs, significant local tax base expansion, and a high quality of life across the Olde Hampton corridor.
